The Avon Town Manager serves as the Chief Administrative Officer of the town and oversees the departments and staff that coordinate various services for residents.
The Avon Town Manager is Tom Klein. Mr. Klein has been Town Manager for Avon since 1998. Mr. Klein graduated from Indiana University with a Master's Degree in Urban Management and a Bachelor's Degree in Public Management. Mr. Klein has worked for the City of Indianapolis as Chief Financial Officer for Public Works and Executive Assistant to the Public Works Director. He has also worked for the City of Bloomington as Executive Assistant to the Mayor and in the Public Works Department.

Mr. Klein serves on the Policy Committee of the Indianapolis Regional Transportation Council, as well as the Administrative Committee. He is also a member of the Avon Rotary Club and a Licensed Soccer Referee.
Mr. Klein has served on the Executive Board for the Indiana Association of Cities and Towns and was President of the Indiana Municipal Management Association.
Mr. Klein is a member of the International City/County Management Association and the Indiana Municipal Management Association.
Mr. Klein is also a past Board member for Central Indiana Artists and Indiana Youth Soccer. Mr. Klein is a graduate of Leadership Hendricks County. He is also a Certified Double Goal Coach from the Positive Coaching Alliance.
Mr. Klein is married with four children and attends Avon United Methodist Chuch. He serves on the Staff Parish Council.
